Abstract:
The topic of the new generation of integrated territorial development programs holds great importance, as it touches upon the structural challenges of public finance and intersects with the state’s priority of achieving spatial justice and consolidating the foundations of the social state.
Through this research, we aim to provide a detailed descriptive and statistical analysis based on a careful reading of the 2026 Finance Bill, with a focus on the mechanisms for implementing the new generation of integrated territorial development programs and on the dialectical relationship between administrative and financial deconcentration, in pursuit of the ultimate goal of achieving spatial justice.
The 2026 Finance Bill comes in an international context marked by geopolitical uncertainty and a slowdown in global growth, while at the national level, there is a continued momentum of major structural reforms — foremost among them, the project of consolidating the foundations of the social state. The High Royal Directives have emphasized that economic development and infrastructure will only be satisfactory if they contribute tangibly to improving the living conditions of citizens across all regions and territories.
From this standpoint, the central issue addressed in this paper concerns the nature of the mechanisms through which the 2026 Finance Bill will contribute to fulfilling the requirements of the new generation of integrated territorial development programs, as well as the role of financial deconcentration and the governance models adopted in addressing the structural challenges of public finance, with the ultimate objective of achieving comprehensive and sustainable spatial justice.
