- مشكلة الدّراسة:
تتلخص مشكلة الدّراسة فِي التساؤل الرّئيس التالي: ما دور العلاقات العامة فِي فاعلية العمل الدّبلوماسي؟
- مجتمع الدّراسة:
تم تطبيق الدّراسة عَلَى منسوبي وزارة الخارجية السّعودية بالرياض، وقد بلغ عدد الاستبانات المستردة الصّالحة للتحليل (278) استبانة أثناء فترة إجراء الدّراسة من العام الدّراسي 1439هـ.
- منهج الدّراسة وأداتها:
استخدمت الدّراسة “المنهج الوصفي التحليلي” وهو منهج يقوم بدراسة الظاهرة كما هي، ويصفها بشكل مفصل ودقيق، والتعبير عنها كيفياً وكمياً. استخدم الباحث الاستبانة كأداة لجمع البيانات.
- أهم النّتائج:
أفراد الدّراسة موافقون عَلَى الدّور الَّذي تقوم بِهِ العلاقات العامة فِي تعزيز فاعلية العمل الدّبلوماسي بنسبة (83.8%)، فِي حين أنهم موافقون عَلَى الأساليب الَّتِي يمكن أن تستخدمها العلاقات العامة لتعزيز فاعلية العمل الدّبلوماسي بنسبة (84%) وكذلك موافقون عَلَى وجود معوقات تحد من فاعلية عمل العلاقات العامة فِي العمل الدّبلوماسي بنسبة (80.8%)، كما واتضح أيضاً أنهم موافقون بشدة بنسبة (84.2%) على الوسائل المستخدمة للتغلب على المعوقات التي تحد من فاعلية عمل العلاقات العامة في العمل الدبلوماسي. ويتضح من الدراسة عدم وجود فروق ذات دلالة إحصائية عند مستوى (0.05) فأقل في أفراد مجتمع الدراسة حول محاور الدراسة باختلاف المستوى التعليمي، وسنوات الخبرة. ووجدت فروق ذات دلالة إحصائية في اتجاهات أفراد الدراسة، حول محور مهام العلاقات العامة في تعزيز فاعلية العمل الدبلوماسي باختلاف تخصص العمل والمعوقات التي تحد من فاعلية العلاقات العامة في تعزيز العمل الدبلوماسي عند مستوى (0.05) فأقل، وكانت الفروق لصالح أفراد مجتمع الدراسة الذين تخصصهم العلاقات العامة.
التوصيات:
- تعيين أفراد أكفاء مؤهلين ومتخصصين فِي العلاقات العامة، يمكنهم الاضطلاع بمهام الرّبط بين الإعلام المقروء والمسموع والمرئي والإعلام الجديد والعمل الدّبلوماسي.
- توضيح اختصاصات العاملين فِي العلاقات العامة بدقة منعًا لتداخل المهام.
- منح العلاقات العامة مستوى إداري متقدم يناسب قدرات موظفيها وخبراتهم.
- اختيار العاملين بالعلاقات العامة عَلَى أسس علمية متطورة مناسبة للعمل الدّبلوماسي.

The role of public relations in the effectiveness of diplomatic work “Field study”

Study Problem:
The problem of study is summarized in the following main question: What is the role of public relations in the effectiveness of diplomatic work?
Study Population:
The study was applied to the employees of the Ministry of Foreign Affairs in Riyadh. The number of valid questionnaires for analysis was numbered (278) during the study period during the academic year 1439 AH.
Study approach & tools:
The study used the analytical descriptive approach, which examines the reality or phenomenon as it is and is concerned as a precise description and expressed in qualitative or quantitative terms. The questionnaire was used as a data collection tool.
Main results:
Members of the study agree with the role of public relations in enhancing the effectiveness of diplomatic work by (83.8%), while they agree with the methods that public relations can use to enhance the effectiveness of diplomatic work by (84%) while they agree that there are obstacles (80.8%). It was found that they strongly agree on the means to overcome obstacles that limit the effectiveness of the work of public relations in the diplomatic work by (84.2%). It was found that there were no statistically significant differences at the level of (0.05) and less in the attitudes of members of the study community around the axes of educational level. The differences between the educational level and the years of experience were found to be statistically significant at the level of (0.05) and lower in the attitudes of members of the study community on the axis of public relations tasks in enhancing the effectiveness of diplomatic work. The obstacles that limit the effectiveness of public relations in turn enhance the diplomatic work according to different work specialization for the members of the study community who are assigned to public relations.
Recommendations:
- Appointing qualified and specialized public relations personnel who can link tasks readable audio and visual media in addition to new media and diplomatic work.
- Clarify the terms of reference for workers in the public relations precisely in order to prevent overlapping tasks.
- Public relations provides an advanced management level that suits the capabilities and expertise of its staff.
- Need for Selecting public relations employees on the basis of scientific and advanced suitable for diplomatic work.
