مستخلص:تعتبر القوة الناعمة الثقافية العراقية مدخلا لترتيب وتسهيل النفوذ العراقي الى داخل دول مجلس التعاون الخليجي من خلال توظيف الفعاليات الثقافية العراقية لنشرها في تلك الدول لكسب ود المجتمعات الخليجية وانجذابهم لها لخلق ولاء خليجي لها. وينقسم البحث إلى ثلاثة أقسام الأول يتناول أهمية القوة الناعمة الثقافية في السياسة الخارجية للدول، والثاني يستعرض وسائل تنفيذ القوة الناعمة الثقافية في السياسة الخارجية العراقية تجاه دول مجلس التعاون الخليجي، والثالث يبين تداعيات استخدام القوة الناعمة الثقافية العراقية تجاه دول مجلس التعاون الخليجي .وتوصل البحث إلى عدة استنتاجات لعل من ابرزها ضرورة تفعيل القوة الناعمة الثقافية العراقية تجاه دول مجلس التعاون الخليجي وفق استراتيجيات محددة في المستقبل المنظور.

Iraqi cultural soft power is considered an entry point to arrange and facilitate Iraqi influence within the Gulf Cooperation Council countries by employing Iraqi cultural activities to spread them in those countries to gain the favor of Gulf societies and attract them to create Gulf loyalty to them.
The research is divided into three sections: the first deals with the importance of cultural soft power in the foreign policy of countries, the second reviews the means of implementing cultural soft power in Iraqi foreign policy towards the Gulf Cooperation Council countries, and the third shows the repercussions of using Iraqi cultural soft power towards the Gulf Cooperation Council countries. The research reached several conclusions, perhaps the most prominent of which is the necessity of activating Iraqi cultural soft power towards the Gulf Cooperation Council countries according to specific strategies in the foreseeable future.
